If I was not at home, postmen usually left a note, where on the back side there is detailed instruction of how to reserve a redelivery via auto-response system, website, or mobile phone of postman. This was the first time for me to find that someone used meter box as postbox. It is somewhat creative :-)
Japan is the most safe in the developed countries. Especially there is few thieves. People often place things casually. For example, wallet is often put into trouser pocket half in and half out, bike helmet is just hanged on handlebar, and postbox is kept unlocked.
The parcel in the meter box may not be stolen, but it is not good to occupy public space at all.
